PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has a surface shape capable of improving image characteristics by reducing electrical memory while reducing abrasion force by improving releasing property with a member in contact with the electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photosensitive layer on a substrate, the surface layer of the electrophotographic photoreceptor has a fine rugged shape, and the rugged shape consists of a plurality of recessed parts which are continuously formed on the side nearer to the substrate than the mean face of the rugged shape and a plurality of protruded parts formed on the side remoter from the substrate than the mean face of the rugged shape, wherein respective depths of the plurality of recessed parts on the basis of the height of the mean face and respective heights of the plurality of protruded parts on the basis of the height of the mean face are respectively within 20% of the mean value of the depths of the recessed parts and of the mean value of the heights of the protruded parts and, when projecting the recessed parts and protruded parts onto the mean face, width of each of the plurality of recessed parts is within 30% of the mean value of the widths of the plurality of recessed parts.
