PROBLEM TO BE SOLVED: To suppress the formation of hexavalent chromate and the elution of the hexavalent chromium from ash, in an incinerator for burning organic matters including chromium as fuel. SOLUTION: In the incinerator 1 for burning organic matters including chromium as fuel, at least one of agents comprising a solid, liquid or gas including a Cl component is blown in to a primary combustion zone 2 formed at the front stage side of a secondary combustion zone 3 in the incinerator 1 to which secondary air A2 for combustion is blown in, and reacted with Na, K and Cl in fuel supplied to the primary combustion zone 2, to suppress the formation of hexavalent chromate and the elution of hexavalent chromium from ash.
