PROBLEM TO BE SOLVED: To provide a heat exchanger capable of ensuring a radiation effect by reducing a pressure loss regardless of an operation status, that is, regardless of a low speed and a high speed. SOLUTION: In this heat exchanger 1 where tubes 2 are put on a face surrounded by an outer frame member, a fin 3 for improving heat diffusing performance is disposed between the tubes 2 in zigzag, and a plurality of louvers 4 are formed in a cut and raised state along the width direction of the fins 3 between the tubes 2, the louvers 4 having widths narrower than those of the louvers 4 formed at other parts are formed in proper parts out of the louvers 4 forming the front side and the back side of an airflow flowing in the width direction of the fin 3.
