PROBLEM TO BE SOLVED: To distribute target information and specify a target to be achieved between command and control devices having a complicated hierarchical structure efficiently. SOLUTION: The command and control device in a high-rank layer determines a target existent area and necessity or nonnecessity for achieving the target based on the target information and distributes the target information to the command and control device in a middle-rank layer. The command and control device in the middle-rank layer sets a degree of the priority of the target based on the distributed target information and information about a target achieving area, determines capability for achieving the target of a target achieving device in a low-rank layer based on the distributed target information, a target achievable range of the target achieving device in the low-rank layer, and a situation for achieving the target, and specifies the target information given to the target achieving device in the low-rank layer based on the set degree of the priority of the target to be achieved and the determined capability for achieving the target of the target achieving device in the low-rank layer. The target achieving device in the low-rank layer achieves the target based on the target information specified by the command and control device in the middle-rank layer.
