PROBLEM TO BE SOLVED: To easily, economically and efficiently construct an outer hull lining by jacking method by using only drifts without needing special auxiliary construction from the inside of the drift while performing cut-off of water to the drifts, and further construct such outer shell lining body using drifts similarly not only on a roof part of an underground space, but also on a side wall part and a bottom part of the underground space. SOLUTION: Parallel cut-off rails 11 and 12 are provided on the inner surface of one drift 3 of two drifts 2 and 3 along the drift 3, with a drift lining part between the cut-off rails 11 and 12 being as a cuttable cutting lining part, an excavator 13 having a length extending between the two drifts 2 and 3 is driven forward through lining members 18 to excavate the ground between the two drifts 2 and 3 while stopping water by slidably fitting a cut-off joint part of the excavator 13 to the parallel cut-off rails 11 and 12 within the drift 3 and cutting the cutting lining part of the drift 3 together with the cutting lining part of the other drift 2, and the lining members 18 are successively pushed thereto in accordance therewith, whereby an outer hull lining body is constructed between the two drifts 2 and 3.
