PROBLEM TO BE SOLVED: To provide a water- and oil-repellent resin composition capable of forming a coating film having a combination of both water repellency and oil repellency, exhibiting functions such as stainproofness well, and also excellent in chemical resistance. SOLUTION: The water- and oil-repellent resin composition comprises (A) at least one of oxide particles 1 selected from transition metal oxide particles 1 and Group 13 element oxide particles 1, (B) an organometallic compound, (C) a fluoroalkylsilane and (D) water.
