PROBLEM TO BE SOLVED: To provide an underwater cutting granulation system and a pellet producing method, in which the clogging of a die in the re-starting of an extruder is prevented. SOLUTION: In the underwater cutting granulation system, a cooling water circulation pipe 8a has a solenoid valve 23 for switching the flow direction of cooling water to one of a cooling water dehydration apparatus 10 direction from a circulation box 4b and a cooling water tank 7 direction from the circulation box 4b, provided at a position below the cooling water dehydration apparatus 10 in the gravity direction, and a cooling water circulation by-pass pipe 22 for connecting the solenoid valve 23 to the cooling water circulation pipe 8b is provided at a position below the cooling water dehydration apparatus 10 in the gravity direction.
