PROBLEM TO BE SOLVED: To provide a lighting control device, method and program for properly lighting the surrounding of a vehicle. SOLUTION: A surrounding state detecting part 231 supplies surrounding state information showing a state of the surrounding of one's own vehicle detected based on a front monitoring image that the front of the vehicle is photographed by a front image sensor 211 to a projecting control part 233. A projecting range detecting part 232 supplies information showing a projecting range projected by a headlight 213 detected based on the front monitoring image to the projecting control part 233. The projecting control part 233 determines a target projecting range to be projected by the headlight 213 based on the surrounding state information, supplies a projecting range control signal to a headlight driving device 222 and controls the projecting range of the headlight 213 to be the target projecting range.
