PROBLEM TO BE SOLVED: To provide a WiMAX system that performs only Down Link services in an area where only Down Link communication is possible, and a radio terminal and a radio base station that are used in the WiMAX system. SOLUTION: When a WiMAX base station 3 cannot receive a distance measurement signal from a radio terminal 4 having a WiMAX function or when the radio terminal 4 having the WiMAX function does not complete parameter adjustment based on adjusted value information by performing a predetermined number of times, upload communication from the radio terminal 4 having the WiMAX function to the WiMAX base station 3 is established by negotiation via a different network 9, and only download communication from the WiMAX base station 3 to the radio terminal 4 having the WiMAX function is performed via a WiMAX network.
