PROBLEM TO BE SOLVED: To provide a waxy hair-dressing agent which can impart the original hair-dressing force of a coating film-forming agent, prevents the deterioration of a dressed hair-holding force due to the absorption of moisture, is excellent in moisture resistance, does not raise a sticky touch, a creaking touch and a stiff touch, imparts an excellent feeling, and is excellent in the stability of the agent in a high temperature region. SOLUTION: This waxy hair-dressing agent comprises (A) a vinylpyrrolidone-based coating film-forming agent, (B) a cationic surfactant, (C) a higher alcohol, and (D) glycerol and/or polyglycerol.
