PROBLEM TO BE SOLVED: To provide a running toy in which the whole structure is reduced in size by making the changing mechanism of a running direction compact, and to provide a running toy apparatus. SOLUTION: The running toy is provided with a first shaft 16 supported by a bearing plate 15 in a vertically movable and rotatable manner, a second shaft 17 supported by the outer periphery of the first shaft 16 in a relatively vertically movable and non-rotatable manner, a rotary transmission element 18 fitted rotatably to the outer periphery of the second shaft 17 to transmit rotation from a drive source, a drive wheel 4 provided on the outer periphery of the second shaft 17 to transmit rotation from the lower surface 19 of the rotary transmission element 18, and engaging parts 23 provided respectively to the bearing plate 15 and the first shaft 16 to stop the rotation of the first shaft 16 by engaging with each other when the first shaft 16 is at a lowered position and to permit the rotation of the first shaft 16 by disengaging from each other when the first shaft 16 is at a raised position.
