The occurrence of an unusual noise during the change-over of a speaker is reduced. Power calculating sections (111, ) calculate the power of input voice signals. A speaker selecting section (200) selects input voice signals on the basis of each power. An overall signal adder (300) adds all the selected input voice signals and outputs it as a mixing voice to adders (131, ) and a shared noise suppressing section (400). The shared noise suppressing section (400) suppresses and outputs noises of the input signals. The adders (131, ) subtract the selected voice signals from the mixing voice to output it to noise suppressing sections (141, ). The noise suppressing sections (141, ) suppress and output the noises of the input signals. Memory switches (151, ) copy the past information of the shared noise suppressing section (400) to the noise suppressing sections (141, ) on the basis of the result of the selection of the speaker selecting section (200). Voice data switches (161, ) switch between output voice signals on the basis of the result of the selection of the speaker selecting section (200).
