A shock absorbing device and a structural bearing having the same are provided to reduce the number of shock absorbing devices required a structural bearing such as bridge bearing, thereby cutting down cost. A shock absorbing device comprises an elastic body(171) in which a shaft insertion part(171a) is formed, a reinforcement plate(177) in which a through hole is formed in order to divide and support a part of the elastic body, and a shaft part(173) which guides expansion and contraction of the elastic body in the longitudinal direction and the movement of the reinforcement plate in the longitudinal direction. |
