PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrophoretic display panel for easily forming a black matrix structure by efficiently putting deep-colored charged particles between a display substrate and an edge of a partition wall, and an electrophoretic display panel. SOLUTION: The method for manufacturing an electrophoretic display panel 1 in which deep-colored charged particles 41 are enclosed in an area partitioned by a display substrate 10, a backside substrate 20, and a partition wall 30, comprises: a partition wall arrangement process for arranging the partition wall 30 on the backside substrate 20; a deep-colored charged particles arrangement process for arranging the deep-colored charged particles 41 on the backside substrate 20 on which the partition wall 30 is arranged; a substrate arrangement process for arranging the substrate such that one surface of the display substrate 10 and the edge of the partition wall 30 face each other with a predetermined space between them; and a fixing process for putting the deep-colored charged particles 41 that have adhered to one surface of the display substrate 10 between the one surface and the edge of the partition wall 30, and fixing them.
