PROBLEM TO BE SOLVED: To provide a monitoring controller capable of backing up and restoring a data of a system, and allowing quick restarting. SOLUTION: This monitoring controller includes: a sensor for sensing a temperature, humidity, and the opening and closing of a contact point; a volatile memory for storing a measured data transmitted from the sensor, alarm information and mail transmission information based on the measured data, an operating system, a program and a set file for operating a control part, and a backup list indicating a content of backup; a nonvolatile memory for backing up the measured data, the alarm information, the mail transmission information, the operating system, the program and the set file, from the volatile memory after restarted; and the control part for confirming inconsistency and for restoring a deficient portion from the nonvolatile memory, by referring to the backup list and the data stored in the volatile memory, when restarted.
