The ID of a terminal is registered in a database of an ISP in advance. When the power supply of a terminal is turned on first, the terminal ID is transmitted from the terminal to a router, and a set of the router ID and the terminal ID is transmitted to the ISP from the router. If the set of the router ID and the terminal ID is registered in the database, the ISP transmits a permission message to the router, and the router gives the terminal an IP address, thereby enabling the terminal can participate in a home network. If the set of the router ID and the terminal ID is not registered in the database, a rejection message is sent to the router.
