A drug-releasing membrane and a drug releasing stent having the same are provided, which have excellent drug medical treatment effect. A drug-releasing membrane is two-layer structure consisting of the internal layer and outer layer. The internal layer is the thermosetting resin layer. The outer layer is the thermoplastic fiber layer containing the drug particle. The drug releasing stent for the inner cavity expansion comprises: a cylindrical shape stand body tied by the wire of the shape memory alloy; and a drug-releasing membrane inserted into the cylindrical shape stand body. The drug-releasing membrane is the two-layer structure consisting of the internal layer and outer layer.
