An apparatus for driving plasma display panel and driving method thereof are provided to improve the luminance and the discharge efficiency by applying the address short pulse to the plasma display panel for the maintenance discharge period. The X electrode, Y electrode and A electrode are arranged between a pair of substrates and the discharge cell is defined. The protective layer is arranged to the side facing at least one discharge cell of the substrates. The protective layer is made of material including the magnesium oxide(MgO) and scandium(Sc). The display panel causing the maintenance discharge between X electrodes and Y electrodes is operated. The first driver applies the maintenance pulse to at least one electrode of X electrodes(X1~Xn) and Y electrodes(Y1~Y2) in at least one of a plurality of subfields included in one frame. The sustain pulse generates the maintenance discharge. Depending on the maintenance pulse, the second driver applies the address short pulse to A electrodes.
