A control device and method for performing the APC (Automatic Power Control) and AMP (Automatic Modulation Control) at the same time, and the driving unit and method of the VCSEL (Vertical Cavity Surface Emitting Laser) diode using thereof are provided to maintain the output light power of the light transmitter. The voltage generator(210) generates the voltage corresponding to the external signal. The detector(220) calculates the peak value of the voltage inputted from the voltage generator, the minimum value and the average value. The first differential amplifier(230) outputs the difference between the minimum value and the peak value. The voltage variation detector(240) detects the voltage size variation and the voltage average variation based on the output and the average value of the first differential amplifier. The quantization unit(250) quantizes the output of the voltage variation detector and generates the n bit output. The control signal generator(260) outputs the APC control value and the AMC control value at the same time, according to the n bit output of the quantization unit.
