PROBLEM TO BE SOLVED: To provide a two-component developer with which the charging quantity of toner can be controlled and the occurrence of foggings or decrease of image density can be prevented without influence of coverage of an image to be printed. SOLUTION: The two-component developer is composed of toner and a carrier. The volume resistivity of external additive contained in the toner is 1×10<SP>12</SP>Ωcm to 5×10<SP>15</SP>Ωcm, and the volume resistivity of the carrier is 2×10<SP>10</SP>Ωcm to 5×10<SP>12</SP>Ωcm.
