<p><P>PROBLEM TO BE SOLVED: To provide technology using fewer bit for showing a prediction mode, which is used in order to encode part of a non-frame edge block of a frame. <P>SOLUTION: In one embodiment, fewer bits are used in a case of a boundary block of a slice or a slice group. In another embodiment, an adjacent block is encoded by using inter-frame coding or changeable intra-frame coding.
