PROBLEM TO BE SOLVED: To provide an illumination device capable of smoothly suppressing illuminance non-uniformity in an optical modulation element, to provide a projection video display device loaded with the illumination device, and to provide a fly-eye lens used for the illumination device. SOLUTION: The illumination device includes: light sources (laser arrays 11, 21 and 31) for emitting diffused light; optical elements(cylindrical lenses 12, 22 and 32) for converging the light from each light source in at least one direction to convert the light into parallel light; and the fly-eye lenses (fly-eye lenses 13, 23 and 33) for allowing incidence of the parallel light to guide the uniform light to areas for illumination (liquid crystal panels 16, 26 and 36). In the fly-eye lenses, the lens cell groups arranged in a column direction or a row direction are displaced with respect to one another in the column direction or the row direction, and the number of steps for displacement in the fly-eye lenses is set to be two or more.
