PROBLEM TO BE SOLVED: To provide a tool capable of being attached to a flag belt located at the bottom end on one side of flag cloth by single operation and capable of preventing turning up or twining around a flag pole of the flag cloth by wind without breaking the flag cloth. SOLUTION: The tool comprises a preventive tool body 1 to be fixed to the flag belt T disposed at the bottom end on one side of the flag cloth of a banner flag. The preventive tool body 1 has: a lateral pair of holding outer plates 2a and 2b disposed opposite to each other by being formed substantially in a U-shaped frame that has a broad opening part 1a at one end and a narrow opening part 1b at the other end; a middle block 3 integrally molded between the holding outer plates 2a and 2b and having a circular surface part 3a that abuts on a flag pole P at the side located closer to the broad opening part 1a; and a pair of insert groove parts 5a and 5b for inserting both sides of the flab belt T between a winding position to the flag pole P and an edge mounting position of the flag cloth Q at both ends, which is provided between both the holding outer plates 2a and 2b through the middle block 3 at the center.
