PROBLEM TO BE SOLVED: To provide a discharging apparatus and a discharging method which generate a discharge in a gas phase between a liquid phase and a dielectric body (a solid phase) to enable cleaning and reforming of the gas phase, the liquid phase or the solid phase. SOLUTION: The discharging apparatus has an alternating current power source 101 and electrodes 102 and 103 connected with respective end parts of the alternating current power source 101, wherein at least a part of a region of one electrode 102 of the electrodes 102 and 103 is covered with a dielectric material 105, a liquid W lies between the dielectric material 105 and the other electrode 103, and a space between the dielectric material and the liquid is made to discharge through its surrounding gas in a part where the dielectric material 105 and a liquid surface of the liquid W are brought into contact with each other.
