PROBLEM TO BE SOLVED: To provide an inexpensive member which is capable of efficiently removing contamination and various germs in water and air by a photocatalytic effect. SOLUTION: The cutting flake of a titanium material is characterized by using a cutting flake 1 that is obtained by cutting the titanium material as a material and having a titanium dioxide film 5 formed on the surface by heating the material in an inert atmosphere and then cooling the same. The titanium dioxide film 5 is not formed by adhering the powder of titanium dioxide with an adhesive, but is prepared by oxidizing the surface of the cutting flake 1.
