PROBLEM TO BE SOLVED: To solve a problem wherein since a chair, a sofa and a seat etc. are closely contacted with the back or hip of a user, air conditioning by an air conditioner does not cover such seats and thus, direct cooling and heating of a human body cannot be performed. SOLUTION: Cushion pad filled with a thermal storage medium are provided in portions of a vehicle seat at least directly contacted with a human body, and electric heating bodies are laminated on the back face of the cushion pad. The cushion pads are formed by filling the latent heat type thermal storage medium which is a liquid state when used into a bag body having at least an inner face with thermo-compression bonding performance, segmenting the thermal storage medium by the thermo-compression bonding of the front and back faces of the bag body to form a grid shape, forming independent cushion elements with a small volume including the thermal storage medium, and connecting the plurality of the cushion elements to each other.
