A high voltage power apparatus of a piezoelectric transformer type and an image forming apparatus are provided to control a frequency stably without abnormal oscillation or disable control by using an output voltage detecting unit and a driving control unit, thereby rapidly increasing the high voltage output. A high voltage power apparatus of a piezoelectric transformer type(10) comprises an output voltage detecting unit(50) and a driving control unit(30). The output voltage detecting unit compares an output voltage with an output control voltage for controlling the output voltage to be a predetermined value. The output voltage detecting unit detects a change of the output voltage based on the comparison result by a digital change value. According to the detected digital change value, the driving control unit controls the piezoelectric transformer. The driving control unit comprises a driving frequency control unit and a driving voltage generation unit. According to the detected digital change value, the driving frequency control unit controls a driving frequency of the piezoelectric transformer to be changed. According to the output of the driving frequency control unit, the driving voltage generation unit generates the driving voltage driving the piezoelectric transformer.
