PROBLEM TO BE SOLVED: To provide a steering controller and a steering angle control unit capable of controlling steering angles of each wheel independently and preventing a vehicle from being impossible to be steered even if a failure is detected. SOLUTION: The steering controller 100 capable of controlling steering anglesθa-θd independently per wheel FL, RL, FR, RR has a control part 14 for controlling a steering angle A of a wheel A in which the failure of a wheel steering angle sensor 19a is detected by using the values detected by wheel steering angle sensors 19b-19d for detecting a steering angle B being the closest to the steering angle A of the wheel A before detecting the failure.
