PROBLEM TO BE SOLVED: To quickly and simply execute connection work between a plurality of external connection terminals, protruding from the outer periphery of a speed-reduction gearbox, of a torque sensor, and a plurality of through-holes provided in a control board. SOLUTION: When mounting a control unit 19 onto the outer periphery of a speed-reduction gearbox 4, each first board connection terminal 29c-29f at one end in a longitudinal direction of a flexible board 28 is soldered to each external connection terminal 15c-15f protruding upward while passing through an opening part 20d in a unit placing face 20b from a torque sensor 15. Concurrently, soldering work is executed after inserting each second board connection terminal 30c-30f of the flexible board 28 into each through-hole 25a-25d of a control board 25, fixed to a synthetic resin-made frame 24, by making each second board connection terminal correspond to each through-hole while deforming a flexible board body 28a.
