A swing apparatus for children and an oscillating device used in combination with a swing apparatus according to the present invention are aimed to solve the problems such as the motor is damaged due to overloaded current and a sitting device in the swing apparatus is stopped on a higher place when electric power is suddenly cut off. The oscillating device includes a base, a driving assembly mounted to the base, a first friction piece connected to the driving assembly, a second friction piece operatably driven by the first friction piece depending a friction force therebetween, an elastic piece urging against one of the first friction piece and the second friction piece, a first shaft passing through the transmitting assembly, and an output member cooperated by one of the first shaft and the second friction piece. The swing apparatus includes a first frame supported on the ground, a second frame in which the sitting device is mounted, and the oscillating device connecting the first frame to the second frame. The swing apparatus and the oscillating device make them possible that the motor will not be damaged due to overloaded current, the second frame may be gradually stopped and the sitting device may be stopped on a lower place when electric power is suddenly cut off.
