An apparatus for opening and closing valve is provided that the intermediation block can be selectively set up in the lower case. An apparatus for opening and closing valve comprises a lower case(1), an upper case, a rotating member rotated with the driving force of the motor with opening and closing member of valve, and an intermediation block(5) having the seating groove(51) in which a tubular member(22) of valve is settled. The tubular member is equipped in the seating groove of the intermediation block to prevent being loose. The intermediation block includes an insertion hole(52) prepared in exterior, a moving block(61) installed at the lower case, a mobile tool(6) for moving the moving block.
