摘要 <p><P>PROBLEM TO BE SOLVED: To solve the problem that the generated power at a power generating part, wherein natural energy is converted to electric energy to generate power, depends much on weather conditions and generators in a power generation facility cannot follow the power variation of the generated power. <P>SOLUTION: A generated power at the power generating part is detected and input in a variation rate arithmetic part. Furthermore, a forward variation rate setting value and a rearward variation rate setting value, wherein the variation quantity is set to a limit value that sets the variation quantity less than the maximum power variation quantity that a governor of the generator in the power generation facility can follow, are input in the variation rate arithmetic part. The variation rate arithmetic part computes a charge/discharge command value relative to a charge/discharge part on the basis of each input signal.
