PROBLEM TO BE SOLVED: To provide an image processing unit capable of maintaining a high image quality of a characteristic object and reducing the amount of data in the image.

SOLUTION: The image processing unit has: a characteristic area detection section for detecting a characteristic area from a plurality of moving image component images included in a moving image; a reference image determination section for determining the moving image component image in which the characteristic area is detected as a reference image; an image comparison section for comparing other moving image component images of the reference image with the reference image; a coding section for coding moving images by coding other moving image component images based on a result obtained by the image comparison section.
