<p><P>PROBLEM TO BE SOLVED: To solve problems that a communication device must search a communication parameter providing device when it receives communication parameters, but the providing device dose not always respond to search signals therefor, and the communication device cannot easily search the communication parameter providing device. <P>SOLUTION: The communication parameter providing device specifies a network in which a receiver requesting the reception of communication parameters participates, and then participates in the network to provide the communication parameters.
