PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of effectively preventing production of a process cartridge of a pirate edition. SOLUTION: A quantity of toner to be filled into a used process cartridge 243 is determined for each process cartridge 243 by a facsimile complex apparatus 1. If a quantity of toner which is different from the determined quantity of toner to be filled for the used process cartridge 243, has been filled thereinto, the facsimile complex apparatus 1 inhibits the use of the process cartridge 243. Even if an unauthorized trader acquires a used process cartridge 243, that trader cannot know the quantity of toner to be filled, which has been determined for the process cartridge 243 by the complex apparatus 1.
