PROBLEM TO BE SOLVED: To stably hold a correcting lens, even when external vibration is received and further to attain miniaturization, in an image blur correcting device and an imaging apparatus. SOLUTION: The image blur correcting device which rotationally and rockably holds the correcting lens 3d constituting a part of an imaging optical system by a movable frame 36 and rotationally rocks the correcting lens 3d with respect to an optical axis 3a, according to a rotational rocking target value for correcting an image blur is configured to include a fixing member 31 which supports the movable frame 36, to rotationally rock it centering on one point P on an optical axis 3a, a coil part which generates a magnetic attracting force in a direction along the optical axis 3a, between the movable frame 36 and the fixing member 31, to drive the movable frame 36 in a biaxial direction orthogonal to the optical axis 3a, and a drive control part 50 which controls a position sensor for detecting a moving amount from the center of the optical axis 3a of the movable frame 36 and the coil part, according to the detection output, in a plane orthogonal to the optical axis 3a, to drive the movable frame 36 to the position of the rotational rocking target value.
