A method for determining to use diversity or multiplexing transmission based on channel quality indication includes the steps of: obtaining channel quality indication CQI values fed back by an user terminal within continuous N transmission times intervals before the current time, and calculating the average values M and standard deviations S of the obtained CQI values (302); establishing a sequential corresponding relation between the [M-S, M+S] set and the set SNR range (303); determining SNRs corresponding to the current CQI value according to the corresponding relation (304), wherein, the CQI values less than M-S are set to M-S, and the CQI values larger than M+S are set to M+S; calculating diversity and/or multiplexing gains according to the determined SNRs, so as to determine to use diversity or multiplexing to transmit the downlink data (305). A device is used to realize the method.
