APPARATUS AND METHOD FOR MANAGEMENTING NEIGHBOR LIST IN BROADBAND WIRELESS COMMUNICATION SYSTEM

An apparatus and a method for managing a neighbor list in a broadband wireless communication system are provided to update a list of neighbor base stations by using an initial cell search result of a terminal. When power is in 'On' state, a call is dropped, or an idle mode is switched to an operational mode, a terminal(100) carries out a scanning operation as to all FA(Frequency Allocation) and a cell_ID(IDentifier)(110). The terminal generates a CINR list by estimating CINR(Carrierto-Interference-and-Noise Ratio) for the neighbor base stations through the scanning operation. The terminal transmits the generated CINR list to a serving base station(102) by using a registration request(REG-REQ) message(114). The serving base station receives the CINR list and transmits the received CINR list to a system management sever(104)(116). The system management sever updates the list for neighbor base stations of the serving base station(118), and then the updated list to the serving base station by using PLD(Programmable Logging Data). The serving base station transmits the list received from the system management sever to a terminal through a DCD(Downlink Channel Descriptor).
