<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine, efficiently mixing and diffusing reducer into exhaust gas, stabilizing spray distribution of passing reducer, and flowing the reducer into an inlet face of the reducing catalyst. <P>SOLUTION: The exhaust emission control device for an internal combustion engine comprises: the reducing catalyst disposed in an exhaust passage of the internal combustion engine; and a reducer spray part spraying the reducer upstream of the reducing catalyst into the exhaust passage. A mixer plate is disposed upstream of the reducing catalyst and downstream of an injection position by the reducer injection part and as a mixing and diffusing means for mixing and diffusing the reducer and exhaust gas. In the mixer plate, a plurality of fin parts are formed by cutting a plate as a base plate with each of a part of the cutouts connected with the plate and bending them from a plate surface.
