PROBLEM TO BE SOLVED: To provide a device and a method for calculating power consumption capable of achieving high estimation precision regardless of a simple system. SOLUTION: The power consumption calculation device includes: a logic simulation tool for performing logic simulation of a logic circuit based on the definition of connection between a basic cell and a flip-flop and a test pattern while ignoring the delay time of the basic cell, and obtaining the transition of the state of each basic cell and flip-flop generated in each period of a clock signal; and a power consumption calculation tool for calculating the power consumption of the logic circuit in each period of the clock signal from the transition of the state of the basic cell and flip-flop in each period and power consumption information registered in a library.
