PROBLEM TO BE SOLVED: To provide a system which mediates a mobile virtual network operator and a mobile network operator to facilitate the establishment and participation of the mobile virtual network operator, and is also profitable for a user of a personal digital assistant. SOLUTION: A mediation system 100 mediates an operator who utilizes a communication line network of a mobile network operator 10 to provide a service to a portable information processing terminal 400 and the mobile network operator, wherein the control section of the mediation system 100 uses various kinds of pieces of information provided from the operator who provides a service recorded in the mediation system 100 to update a registered application program into a form meeting service provided by the operator providing services, so that the updated application program can be provided to the portable information processing terminal 400.
