A charging management system and a method thereof are provided to create charging data in real time accurately even though a dual down occurs in a BMP(Base station controller Main Processor). A BSC(100) provides a dual down message and call release information when dual down occurs while performing call control between transmitting and receiving mobile communication terminals(S1,S2). The BSC includes a BMP(101). The BMP provides an MSC(Mobile Switching Center)(300) with the call release information which is generated according to the call release between the transmitting and receiving mobile communication terminals, and supplies a dual down message to an MSC. The MSC generates termination time by using the dual down message provided from the BSC and creates charging data by using the generated termination time and the call release information. The MSC includes an ASP(Access Switching Processor)(301) and an OMP(Operation and Maintenance Processor)(303). The ASP generates the termination time information by judging whether or not the dual down message is a false message, and the OMP generates charging data by using the termination time information and the call release information which are created by the ASP.
