PROBLEM TO BE SOLVED: To provide an electrolyte membrane for a fuel cell having the surface area enlarged by forming a recessed part on the surface of the electrolyte membrane when a hydrocarbon-based polymer electrolyte membrane is used as the electrolyte membrane.

SOLUTION: The hydrocarbon-based polymer electrolyte membrane for the fuel cell has an almost circular or elliptical opening part on the surface.
