PROBLEM TO BE SOLVED: To manufacture a panel plate used for light emitting panel device and having a pattern for decoration etc., at low cost without reference to its amount of production. SOLUTION: The panel plate used for light emitting panel device, which has a light emission pattern in an arbitrary design, a figure, etc., on a reverse surface of a panel body made of a transparent plastic sheet and makes the light emission pattern illuminate by being irradiated with a light beam introduced from outside the panel body, has the light emission pattern 19, formed of a recessed structure on the whole so as to receive the irradiated light beam, on the reverse surface of the panel body 12, the light emission pattern 19 being formed of a collection of fine uneven structures.
