PROBLEM TO BE SOLVED: To solve the problem that it is troublesome to read a moving image captured with high picture quality in a PC and it takes time to compress and encode it again so as to hand it over in a state wherein equipment which displays moving images with low picture quality can reproduce it. SOLUTION: An interest area setting unit 121 sets an area of interest in a picture included in the captured moving image. A first encoding unit 122 encodes the motion image including the picture wherein the area of interest is set. A holding unit 40 holds the moving image encoded data encoded by the first encoding unit. A decoding unit 124 decodes encoded data of at least the area of interest or encoded data of a partial area in the area of interest in the picture included in the moving image encoded data.
