Evaluation value operating parts 521to 524use motion vectors of a plurality of pixels of four pictures adjacent to the attentional picture to respectively calculate evaluation values for evaluating the motion information. A reliability judging part 54 uses the evaluation values to judge the reliability of the motion information of the pixel under consideration and outputs reliability information representing the reliability.
