PROBLEM TO BE SOLVED: To provide a technology for reducing the communication load by a convenient method. SOLUTION: A communication controller 150 acquires session information specifying the IP address of a wireless terminal 110 under service from an SIP server 130 connected with an LAN 180, acquires attribution information specifying the MAC address of the wireless terminal 110 belonging to an AP 120 connected with the LAN 180 by means of the AP 120, calculates the number of wireless terminals 110 under service out of the wireless terminals 110 belonging to the AP 120 for every AP 120, and limits communication through that AP 120 if the calculated number exceeds a predetermined threshold.
