A message transmission system and a method thereof for a roaming user capable of transmitting a message within a prepaid limitation by using temporary number are provided to transmit the message through a terminal of an inbound roaming user and to allocate the temporary number of the roaming user terminal. A visitor mobile switching center(22) receives an origination message from a calling terminal(10). The origination message is transmitted to a gateway location register(30) with the called terminal(60). It changes the sending terminal number stored in the origination message received from the visited network switch into the child number and the gateway location register delivers message to the short message service center of the home network. A visitor network service control point(21) stores charge prepaid information about the calling terminal. The charge prepaid is struck a balance in the message transfer by the calling terminal.
