A system and a method for transmitting a short message of mobile communications for improving the efficiency of communication resource when transmitting the short text message are provided to improve the security of the short text message by encoding the short text message according to a request of a caller. A mobile terminal(10a) selectively sets up the security and transmits a text message. An HLR(Home Location Register)(30) provides the destination side location information of the short text message. SMSC(Short Message Service Center) units inquire the destination side location information of the short text message to HLR. The receiver mobile communications terminal(10b) receives the short text message which is wirelessly transmitted from the SMSC unit through the mobile radio communications network.
