A stabilization device of concrete including furnace slab and the method are provided to stabilize furnace slab existing in the appointed depth from the concrete surface in a short term, and to restore a structure with a simple and economic repair method. A stabilization device of concrete(200), for stabilizing furnace slab by occurring pop-out artificially in concrete including furnace slag, includes a housing(110) installed to the concrete to form a closed space, a vapor supplier(130) supplying high temperature steam to the inside of the housing, and a pressure valve(120) controlling the pressure of the inside of the housing.
